Charles W. Finn, Ph.D., Chief Executive Officer

Dr. Finn is President & Chief Executive Officer of RRD International and President & Chief Executive Officer of Symphony Icon.  Dr. Finn has twenty years of experience in the research, development and government regulation of biological and pharmaceutical products covering a wide range of product types and therapeutic indications. He brings unique expertise to Symphony Icon, both as a regulatory expert and as a manager of successful product development teams.

Dr. Finn began his career as a Staff Fellow at FDA, Center for Biologics Evaluation and Research and then entered the product development industry where he has held senior positions of increasing responsibility in regulatory affairs and product development with several companies including Lederle-Praxis Biologicals, Miles Pharmaceuticals, Genetics Institute, BRI International, Quintiles, Prestwick Clinical and RRD International. During his career, Dr. Finn has worked on numerous successful biotech and pharmaceutical product development programs including Cipro IV®, HibTITER® (Haemophilus b Conjuagate Vaccine), Numega® (rhIL11), InFuse™ Bone Graft (containing rhBMP-2), and Arava® (leflunomide).

While at BRI, Dr. Finn established a regulatory affairs services group to provide contract regulatory services to biotechnology and pharmaceutical customers. After the merger of BRI and Quintiles, the scope of his responsibilities was expanded to include the management of product development activities. As Senior Vice President, he established and managed the business units responsible for providing contract services to customers with infectious diseases/immunology products, and to customers with allergy, respiratory, and dermatology products. Dr. Finn created a group of senior project managers who collectively had many years of successful experience managing Phase I through IV clinical programs. These managers were distinguished within Quintiles for their knowledge, experience and success in setting up and supervising sites, for their successful management of sites and site monitors, and for their timely delivery of high quality data and study reports.

For the six years prior to co-founding RRD, Dr. Finn managed both product development and regulatory activities for Quintiles and most recently at Prestwick Clinical where he served as President.

Daniel R. Salins, CPA, Chief Financial Officer

Mr. Salins is Director, Finance, at RRD International, LLC and Chief Financial Officer of Symphony Icon. He is a CPA and brings more than 20 years of experience in both public and private accounting. Mr. Salins has extensive experience in the automation of accounting functions and the implementation of both personal computer and mainframe systems. He also has a considerable track record of success in applying analytical, technical, managerial, and communication skills to achieve practical solutions to financial and operational issues. 

Mr. Salins has been a consultant and also has held a number of finance and administrative positions at companies including Genesis Engineering Company, LLC, an aerospace engineering firm participating in a number of NASA projects; Meisel and Cohen Properties, a diversified real estate development and management firm; Sol Salins, Inc., a wholesale distributor of produce; and USAir, Inc.

Frank Hurley, Ph.D., Chief Scientific Officer

Dr. Hurley is Chairman of RRD International and Chief Scientific Officer of Symphony Icon. He brings more than 30 years of experience in assisting companies with their regulatory, research, and product development strategies including clinical trial design and analysis, review of preclinical and clinical information, preparation of regulatory documents, and presentations to government regulatory agencies. He has worked on projects that include over 300 therapeutic and diagnostic products, and a number of epidemiologic studies of the long- term effects of drugs and medical devices. Dr. Hurley is a recognized, published educator and authority on research strategy and study design for pharmaceuticals, biologics, and medical devices. He is preeminent in formatting data presentations to communicate clinical outcomes and has presented applications to every FDA division and seen them through approval.

Dr. Hurley co-founded BRI International, Inc. in 1971 and guided its growth as both Chairman and Chief Scientific Officer until he merged BRI with Quintiles Transnational, Inc. in 1996. Dr. Hurley served as Chief Scientific Officer of Quintiles until 2001.

Robert L. Smith Jr., CPA, Secretary & Treasurer

Mr. Smith is Vice President, Finance and Administration, at RRD International, LLC and Secretary & Treasurer of Symphony Icon. Mr. Smith is a CPA and has extensive experience in the areas of financial reporting, accounting systems, auditing, budgeting and analysis, cost control, and financial management. Previous employers have consisted predominately of small (including start-up) to mid-size firms providing products and services to the biotechnology, pharmaceutical, and medical research industries. He is recognized for his ability to successfully organize, plan, and coordinate staff efforts in start-up ventures, finance system conversions, systems integrations, and mergers/acquisitions. 

Mr. Smith was previously Vice President, Finance and Administration, for East West Resources Corporation, a private investment management firm and, prior to that, Divisional Vice President, Finance, at Quintiles Transnational Corp., the world’s largest contract research organization (CRO). Mr. Smith began his career as a Senior Staff Accountant at Arthur Andersen & Company in Baltimore, MD.
